The report is the first volume of a series of United States Commission on Civil Rights reports on Racial and Ethnic Tensions in American Communities: Poverty, Inequality, and Discrimination. Although the focus of the report is on civil rights issues affecting the Latino community in Washington, D.C., the findings and recommendations, particularly with respect to police misconduct and the lack of bilingual services in critical areas such as health, social services, education, and criminal justice, will likely apply to other localities across the Nation. Most of the recommendations are directed to the District of Columbia government; however, the Commission has found an urgent and compelling need for Federal attention to the civil rights issues confronting the District of Columbia and other urban localities.
