摘要

The report identifies the critical areas on which the Government of Guyana mustfocus in order to continue and extend the nascent economic recovery now taking place, and the level of external assistance necessary to support this recovery. Part I of the report deals with the broader issues of macroeconomic management and resource allocation. It discusses recent economic events, policies and economic management; looks at the public sector in more depth, including both revenue and expenditure issues; examines the allocation questions of the public sector investment program; and looks at long-term prospects, and the need for further external assistance and debt relief. In Part II, the report examines in more depth issues in certain key sectors, and the role of public policy in sustaining the recovery effort. This includes private sector and industrial development, and the role of the state in setting incentives for private investment.
