摘要

This paper is concerned with examining the Integrated Water Resources Management (IWRM) approach, which has become popular for demand-driven water management in the last 12 years. The growing issues of water scarcity combined with the perceived failure of the traditional supply-driven management approaches and growing concerns about poverty, have served as an important impetus for IWRM, which is built upon notions of coordination, equity and efficiency. In this paper we assess the validity of IWRM by considering its application in a real-life setting in the Rufiji River Basin in Tanzania (a basin of national importance for both food production and hydro-power).
