摘要

El resumen es una presentación abreviada y precisa (la NTC 1486 de 2008 recomienda El presente trabajo es una investigación cualitativa de tipo exploratorio que caracteriza la Dirección de Aseguramiento de la Secretaría Distrital de Salud con el fin de aproximarse analíticamente a las fallas del aseguramiento en el Distrito Capital. Contempla una revisión documental mediante metodología cualitativa de estudio descriptivo, que se concentra en revisión de información, en este caso de la normatividad expedida que incluye todas las leyes, decretos, resoluciones y acuerdos que tengan relación con el tema de estudio para identificarlos de forma coherente. Contempla la búsqueda en internet de las diferentes normas y reglamentaciones, así como la referencia de documentos de consulta de la Secretaría de Salud y más aún de documentación de la Dirección de Aseguramiento de la SDS, una revisión transversal que permite identificar el alcance de las competencias de Rectoría en Salud de la Dirección de Aseguramiento en Salud de la SDS dentro del SGSSS. udEste trabajo dentro del contexto del tema en estudio, presenta la revisión de los Modelos de Sistemas de Salud conocidos a nivel internacional, para luego tratar específicamente lo relacionado a la evolución histórica de los sistemas de salud, la evaluación del desempeño de los sistemas de salud, la importancia del Sistema General de Seguridad Social en Salud, comportamiento del aseguramiento, dificultades del modelo, para llegar a la rectoría en salud, su definición, las dimensiones de la función rectora en salud, modulación y regulación, desempeño de las funciones esenciales de salud pública, el aseguramiento, su definición y contextualización, se identifica la Dirección de Salud a nivel Territorial con el Plan de Desarrollo para Bogotá 2008-2012, para así con este marco de referencia entrar en el desarrollo de éste trabajo con la descripción del Sector Salud en Bogotá, de las Funciones de la Secretaría Distrital de Salud como ente territorial dentro del SGSSS, se describió la Estructura Organizacional de la Secretaría Distrital de Salud con su Mapa de Procesos, llegando a caracterización de la Dirección de Aseguramiento de la Secretaría Distrital de Salud de Bogotá, por medio de la identificación de sus Procesos, su Estructura Organizacional, contemplados en los Manuales de Organización y de Funciones de la Dirección de Aseguramiento, así como caracterización del talento humano que hace parte de la Dirección de Aseguramiento, describe las Política de Aseguramiento para el 2010, para la identificación del Caracterización de función rectora ejercida por la dirección de aseguramiento de la Secretaría Distrital de Salud dentro del SGSSS conocimiento en rectoría del recurso humano de la Dirección de Aseguramiento, se utilizó una encuesta seguida de la elaboración de un árbol de problemas, indicando las posibles causas y sus efectos, con la participación del talento humano de la Dirección de Aseguramiento de la Secretaría Distrital de Salud. Todo desde la óptica de la Dirección de Aseguramiento, la cual constituye una herramienta para los funcionarios de esta Dirección, al determinar la caracterización de la función rectora. No obstante, este documento también será útil para el sector salud, para la creación de Políticas Públicas, los usuarios de los servicios de salud y el resto de la población colombiana. / Abstract. The present work is a qualitative investigation of exploratory type that characterizes the Direction of Insurance of the Secretariat District of Health in order to come closer analytical the faults of the insurance in the Cardinal District. He contemplates a documentary review by means of qualitative methodology of descriptive study, which centers in review of information, in this case of the sent normative that includes all the laws, decrees, resolutions and agreements that have relation with the topic of study to identify them of coherent form. He contemplates the search in Internet of the different procedure and regulations, as well as the reference of documents of consultation of the Secretariat of Health and even more of documentation of the Direction of Insurance of the SDS, a transverse review that allows to identify the scope of the competitions of Parsonage in Health of the Direction of Insurance in Health of the SDS inside the SGSSS. udThis work inside the context of the topic in study, he presents the review of the System models of Health known worldwide, then to treat specifically related to the historical evolution of the systems of health, the evaluation of the performance of the systems of health, the importance of the General System of National Health Service in Health, behavior of the insurance, difficulties of the model, to come to the parsonage in health, his definition, the dimensions of the governing function in health, modulation and regulation, performance of the essential functions of public health, the insurance, his definition and contextualization, the Direction of Health is identified to Territorial level by the Plan of Development for Bogota 2008-2012, for this way with this frame of reference work entered in the development of this one with the description of the Sector Health in Bogota, of the Functions of the Secretariat District of Health as territorial entity inside the SGSSS, there was described the Structure Organizational of the Secretariat Districted of Health by his Map of Processes, coming to characterization of the Direction of Insurance of the Secretariat District of Health of Bogota, by means of the identification of his Processes, his Structure Organizational, contemplated in the Manuals of Organization and of Functions of the Direction of Insurance, as well as characterization of the human talent that does part of the Direction of Insurance, it describes the Politic of Insurance for 2010, for the identification of the knowledge in parsonage of the human resource of the Direction of Insurance, there was in use a survey followed by the production of a tree of problems, indicating the possible reasons and his effects, with the participation of the human talent of the Direction of Insurance of the Secretariat District of Health. udEverything from the optics of the Direction of Insurance, which constitutes a tool for the civil servants of this Direction, on having determined the characterization of the governing function.
