Note to the reader: The Report on Economic and Monetary Union in the European Community was published in two versions. The complete edition contains the Report and Collection of Papers, ISBN 92-826-0655-4, catalogue number CB-56-89-401-EN-C. The Report appears on pages 11-43. The Collection of Papers appears on pages 45-232. This document contains only the Table of Contents, pages 6-7 for the papers and the full set of papers. The following blank pages have not been reproduced: 46, 48, 50, 52, 62, 68, 80, 90, 126, 128, 130, 156, 177, 190, 200, 208, 220, and 224. The Report, appearing in the Archives of European Integration in a separate file, was reproduced from an offprint and includes the Report, its Table of Contents, and Annexes I and II. Introductory note. These papers were submitted for discussion by individual members of the Committee for the Study of Economic and Monetary Union. The papers were submitted to the Committee as background information and were prepared on the personal responsibility of each author. The views expressed in the papers are therefore those of their authors and not necessarily the views of the Committee.
