Can the Commission state which measures provided for in the environmental protection programme were (a) submitted by the Commission in good time, (b) adopted by the Council in good time, (c) not submitted by the Commission in good time and not adopted by the Council in good time?; 2. Where it was not possible to deal with these documents in time, when is this work likely to be concluded in each case?; 3. What are the reasons for the delays in putting the programme into effect?
