A server (100), a communication system (1), and a performance measurement method are provided. In the method, frequency spectrum information is determined by the server (100). The frequency spectrum information includes multiple frequency spectra supported by at least two mobile networks (e.g. one to which a UE is registered and another of a competitor operator). A network configuration is generated according to the frequency spectrum information and sent to a cellular core network entity (10), which instructs a radio access network node (i.e., base station (20)) to transmit a control message to a user equipment (UE) (30) according to the network configuration. The frequency spectra are scanned by the UE (30) to obtain network performance measurements, the UE (30) being allowed to register to its own subscribed mobile network being one of the at least two mobile networks but not allowed to register to the others of the at least two mobile networks. The monitoring result of the network performance measurements may be reported to the server (100), which may determine the location of the UE (30) to compare the monitoring result of the at least two mobile networks at the location. Accordingly, a way of monitoring competitors' network performance (easier than e.g. performing drive tests) is provided.
