The invention discloses a base station, a terminal and a random access preamble detection and random access channel configuration method. A device for acquiring and determining a random access channeltime-frequency resource in the terminal includes a downlink measurement module, a configuration information reading module, a random access timing time-frequency resource determination module and a preamble sequence sending module, wherein the downlink measurement module is used to determine a synchronization signal block by using a downlink measurement result; the configuration information reading module is used to read random access channel configuration information from the synchronization signal block; the random access timing time-frequency resource determination module is configured todetermine a time-frequency resource location of the random access timing according to random access channel configuration and binding information and the like; and the preamble sequence sending modulesends a preamble sequence at the random access timing, wherein the random access timing time-frequency resource determination module determines the time-frequency resource location of the random access timing by using a random access channel configuration method.
