[1] A catalyst for producing 1,3-butadiene in contact with ethanol, comprising 1,3-butadiene synthesis catalyst containing tungsten oxide and magnesium oxide. [2] The above catalyst wherein the mass ratio of the magnesium oxide to the tungsten oxide is from 0.1 to 200. [3] The catalyst as described above, wherein the mass ratio is 5 or more. [4] The catalyst as described above, wherein the content of each oxide in the catalyst (100% by mass) is such that the content of tungsten oxide is 0.1 to 90% by mass and the content of magnesium oxide is 10 to 90% by mass.
