A laser radar device and an application-specific integrated circuit, comprising a transmitter (101) for transmitting a laser emission signal, a receiver (102) for receiving a laser reflection signal, and an application-specific integrated circuit (ASIC) module (100), a processing unit (104) and a time measurement unit (103) being integrated in the ASIC module (100), the time measurement unit (103) being used for recording, according to a logic clock of the ASIC module (100), time measurement information about a signal to be measured, and the processing unit (104) being used for controlling the transmitter (101) and the receiver (102), and calculating, according to the time measurement information output by the time measurement unit (103) and the logic clock of the ASIC module (100), response time of the signal to be measured. The present invention is able to realize single-chip integrated processing of the laser radar device, and obtain the measurement capability of centimeter level, realizing accurate laser radar ranging.
