Provided are an image acquisition device and a mobile electronic apparatus. The image acquisition device comprises a frame, a flexible printed circuit board connected to the frame, a lens assembly installed in the middle of the frame, a first prism system installed at one end of the frame and located on an object side of the lens assembly to receive light, a second prism system installed at the other end of the frame and located on an image side of the lens assembly, a first voice coil motor used for driving the second prism system to rotate in the frame in an X-axis direction, and a second voice coil motor used for driving the second prism system to rotate in the frame in a Y-axis direction. The first voice coil motor and the second voice coil motor are respectively electrically connected to the flexible printed circuit board. According to the present invention, incident light from the Y-axis direction is reflected by the first prism system and then enters the lens assembly in a Z-axis direction, and the light is then reflected by the second prism system and is emitted in the X-axis direction, such that even if there are more lenses in the lens assembly, the overall appearance and size of a mobile electronic apparatus with the image acquisition device will not be influenced.
