The invention relates to a clip for holding a second flange on a master flange, comprising i) a base (1) capable of being mounted transversely on the master flange (110), comprising a plate (11) and guide means extending above said plate at a distance therefrom to define a groove (12) of dimensions such that the base (1) can slide longitudinally on the master flange (110), and ii) a bar (2) joined to said base by a link allowing rotation of said bar between an open position, and a closed position in which the bar (2) extends above the means for guiding them at a distance, defining a housing ( 22) able to receive the second flange (120), the device being provided with reversible locking means in the closed position. The invention also relates to a footwear retained by a strap, in particular a safety shoe, equipped with such a clip.
