Disclosed are a balancing mechanism for a pantograph head having a small rotation angle, a pantograph head and a design method thereof. The method optimizes the angle of rotation of the pantograph head by means of relative position parameter coordinates of joint points of a pantograph, well-developed dynamic software and an integrated universal optimization algorithm library, so that the displacement angle of the pantograph head is significantly reduced, the pantograph head reaches a state of almost displacement within the working range of the pantograph lifting and pantograph, the contact area between the pantograph and an overhead contact line is enlarged, the pantograph quality of the pantograph is efficiently improved, and damage to the pantograph and contact line is reduced.
