The present invention discloses an apparatus and method for analyzing changes in urban heat distribution according to an urban heat island mitigation policy. That is, the present invention calculates the maximum daily temperature for each satellite type by using the correlation between the input value and the output value using an artificial neural network technique based on the surface temperature, the regular vegetation index, and the numerical surface model obtained from the satellite information. Produce a heat distribution map for each urban area according to the maximum temperature of the day, and analyze the effect of implementing the urban heat island mitigation policy on the basis of the generated heat distribution map for each urban area. It provides data for the proposal of a new urban heat island mitigation policy, and can establish a detailed thermal information monitoring system in the city center.
