Systems, apparatus and methods for mobile device and base station Almanac server throttling crowdsourcing information are presented. Crowdsourcing information is used to improve the location of the base station in the base station Almanac. Portions of the base station Almanac are provided for mobile devices. For example, a mobile device may identify its current cell and request a base station almanac. The mobile device, for each specific base station of the at least one base station, uses a cellular identifier for a specific base station, selective range information between a specific base station and a mobile device, and crowdsourcing information to identify an independent position of the mobile device.
