The present invention relates to a method for preparing a high-mole number emulsion organic polymer flocculant, and an emulsion polymer flocculant obtained thereby. Particularly, the present invention relates to a high-mole number emulsion organic polymer flocculant applicable to sewage sludge containing an excessive amount of Cl^- ions, such as waste water sludge generated from a food treatment plant, and waste water of general sewage treatment facilities. Particularly, a specific heat emission-controlling agent is used for the preparation of an organic flocculant using a high mole number to control the heat emission problem and to facilitate smooth progress of reaction. In this manner, it is possible to prepare an emulsion flocculant having a high ionization ratio of 70% or more, and to minimize monomers remaining after reaction so that the problem of contamination caused by monomers may be solved. It is also possible to stabilize reaction by using a phase-transfer catalyst, and thus to obtain an emulsion-type flocculant having a high ionization ratio of 70% or more. Therefore, it is possible to solve the problems of floc downsizing and a decrease in sludge removal ratio, occurring when using a conventional emulsion flocculant having an ionization ratio of about 45%, by virtue of the preparation of an emulsion flocculant having a high mole number of 70% or more. Thus, it is possible to upsize flocs and to increase sludge removal efficiency. It is also possible to carry out flocculation effectively even with a relatively small amount of flocculant, when treating sewage sludge containing an excessive amount of Cl^- ions, such as waste water sludge generated from a food treatment plant, and waste water of general sewage treatment facilities.;COPYRIGHT KIPO 2020
