The apparatus for calculating operating revenue of a network with fixed channel allocation, according to the present invention, comprises: an acquisition module which acquires preset channel allocation information for a macro base station (MBS) and a remote radio head (RRH) included in a radio wave transmission/reception device of a network; a determination module for determining a channel allocation vector of the network for one or more of the MBS and the RRH based on the channel allocation information; and a setting module configured to set first to third resource allocation information for the network such that the total operating profit information for the network is maximized based on the channel allocation vector.
