The present invention relates to a system for establishing and operating a smart plant nursery using ICT and IoT, capable of maximizing energy usage efficiency using an IoT-based sensing technique, and a control method thereof. According to the present invention, the system for establishing and operating a smart plant nursery using ICT and IoT comprises a hydrogen generation system (100), a network (200), and a plant nursery and smart farm management server (300), wherein the plant nursery and smart farm management server (300) comprises a transceiving unit (310) and a power generation control module (321).
