The present invention relates to a method of manufacturing a flooring material (star pass) block using photoluminescent echo chips and the block manufactured by the manufacturing method thereof and, more specifically, to a star pass block manufacturing method using photoluminescent echo chips and the block thereof, capable of improving durability, aesthetics, and visibility by: mixing aggregate with photoluminescent echo chips emitting for 10 hours or more at night by absorbing light during the day; mixing the same with a UV binder stable to ultraviolet rays so that the binding force does not weaken due to ultraviolet rays; and allowing the photoluminescent echo chips to be naturally and stably combined with aggregate. The present invention is suitable for pavement work such as sidewalks, bicycle paths, trails, Dulle-gil trails, Olleh roads, and jogging paths and is able to provide safety of traffic, energy saving, and visually comfortable stability and maximize aesthetic effects by lightly illuminating dark places without a street light.;COPYRIGHT KIPO 2020
