The present invention relates to an apparatus for detecting an ionosphere disturbance based on a rate of change of an ionosphere of a global navigation satellite system (GNSS) signal and a method thereof. According to one embodiment, the apparatus for detecting an ionosphere disturbance comprises: a raw data information collection unit collecting raw data information for a plurality of GNSS signals; a change rate calculation unit calculating a rate of TEC (ROT) based on the collected raw data information; and a disturbance determination unit comparing the calculated rate of change of an ionospheric with a predetermined threshold value to determine whether an ionosphere disturbance has occurred.;COPYRIGHT KIPO 2020
