The present invention relates to a cosmetic composition comprising caviar, and more particularly, to a cosmetic composition comprising caviar and a method of manufacturing a functional cosmetic having an effect such as skin improvement using the same. To this end, the present invention comprises a caviar extract extracted from caviar, wherein the caviar extract is extracted at 4°C by adding caviar to an alcoholic ethanol-water (95:05, v/v) mixed solution. It provides a cosmetic composition containing caviar. In addition, the present invention is a first step of preparing a caviar extract; A second step of preparing purified water as a raw material for cosmetics, a first component including adenosine, a second component including an oil and an emulsifier, a third component including a lubricant, and a pH adjusting agent; A third step of heating the purified water to 70 to 80°C; A fourth step of adding a collagen peptide and a first component to the heated purified water and stirring at 60 to 70°C; A fifth step of mixing and stirring the second component and the third component at 60 to 70°C; A sixth step of mixing and stirring the agitated product of the fourth step and the agitated product of the fifth step at 55 to 65°C; A seventh step of cooling the agitated product of the sixth step to 40 to 50°C; And, it provides a cosmetic manufacturing method comprising the eighth step of adding the caviar extract to the coolant of the seventh step, stirring at 40 to 50°C, and adjusting the pH by adding a pH adjusting agent.
