A fiber-reinforced polymer composite structure having chemically active thermosetting particles located in an interlayer region between adjacent reinforcing fiber layers and a method for manufacturing the same. Upon curing of the composite structure, chemically active functional groups on the thermosetting particles form covalent bonds with the matrix resin surrounding the particles. In one embodiment, the particles are formed from a partially cured thermoset polymer having a cure degree of less than 100%. In another embodiment, the particles are derived from a thermosetting resin composition, where stoichiometry is such that the amount of curing agent required to react with 100% of the thermosetting resin component is insufficient or exceeded. In some embodiments, the composition of the chemically active thermosetting particles is the same or substantially the same as the composition of the matrix resin of the composite structure.
