The present invention relates to a lane-level location reference system for next-generation intelligent transportation system and a method thereof. In addition, the present invention includes: a sender encoding information about the type and the location of occurrence of events which include falling objects, traffic accidents, congestion sections, and construction sections detected on a road, generating exchange data, and then transmitting the generated exchange data to the outside; and a receiver receiving the exchange data transmitted from the sender, decoding the exchange data, extracting information about the type of event and the location of occurrence, and matching the extracted information to a structured map database. Therefore, it is possible to exchange information between a vehicle equipped with heterogeneous precision electronic maps and the vehicle or the vehicle and a transportation center, and specifically, to exchange location information of a lane-level.
