The present invention provides a preserved voltage reducing framework system including: a global control unit configured to determine an optimum value including at least one of parameters for determining, in unit of a preset time, for optimizing a preserved voltage reduction a capacitor bank, ineffective power of a new generative energy generation, ineffective/effective power of an energy storage system, a tab location of a tab switch during a load, a threshold value for a difference from a minimum voltage in an allowable voltage range for optimizing the preserved voltage reduction, and an on/off state of the energy storage system, by using operation parameters of a distributed energy resource including a network topology, a predicted load, a predicted output of regenerative energy generation, a load model, a voltage adjustor, and a regenerative energy generation and energy storage system; and a local control unit configured to, when a voltage violation for the current local voltage occurs, control such that the local voltage approaches the minimum voltage by using a smart inverter of the distributed energy resource in the allowable voltage range based on a droop curve determined by using the different threshold value from the minimum voltage determined by the global control unit, the ineffective power of the regenerative energy generation, and the ineffective/effective power of the energy storage system.
