The present invention relates to an eco-friendly biodegradable mulching material for germinating and growing rice or seed, which uses a natural fiber material and a biodegradable polymer to be biodegradable. According to one embodiment of the present invention, the eco-friendly biodegradable mulching material comprises: mulching cotton cloth including a fiber material which includes cotton and viscose rayon, an adhesive including Hibiscus manihot L. and at least one from vegetable glue and animal glue, pigments, and additives, and provided in a cotton cloth type; seed attached to at least one surface of the mulching cotton cloth to closely adhere to the soil when the soil covers the mulching cotton cloth; and a seed bonding binder coated on the mulching cotton cloth to bond the seed thereto. The seed bonding binder is formed by mixing the Hibiscus manihot L. starch powder of at least one from corn, wheat, potato, and sweet potato, and polyvinyl alcohol (PVA) at a predetermined ratio.
