Disclosed are a system for providing a dietary habit improvement goal setting and management service based on a personal health record (PHR), which shows a goal and progress for attaining the goal to improve a users healthcare and dietary habit to help the user manage the users health and have a correct dietary habit, and a service providing method using the same. According to the present invention, the system is operated between a company server and a person terminal. The company server comprises: a user database to store information about one or more users in individual databases, respectively; a data database storing health information and dietary habit information in individual databases, respectively; a goal setting program setting the users goal; and a data update program processing a health result attained by the user into data.
