The present invention relates to a method for manufacturing a thin composite film having high surface roughness and water permeability by using an additive having a solubility in an organic solvent of 1/10 or greater of the solubility of an amine and an average molecular weight of 100 to 1,500, and forming a hydrogen bonding with amine. In addition, the present invention relates to a thin composite film manufactured by the manufacturing method, an apparatus for water treatment comprising the thin composite film, and a treated water manufacturing method including a step of conducting water treatment using the thin composite film.
