Disclosed are a blockchain system under a device-to-device (D2D) communication environment and a method for building the same. The blockchain system under a D2D communication environment comprises: a smart registration service module which collects user data to be stored in a blockchain and determines whether to register a pre-participating node as a participating node of the blockchain based on a D2D communication resource value of the pre-participating node of the blockchain; and a blockchain consensus module which selects a verification node to proceed with a consensus algorithm for storing user data based on the resource usage and communication strength values of participating nodes and stores the user data in the blockchain by proceeding with the consensus algorithm by the verification node.
