The present invention relates to a shrinkage-reducing ultra-high strength concrete composition and a manufacturing method for ultra-high strength concrete using the same, wherein the concrete composition can improve durability of a concrete structure by significantly improving mechanical performance compared with the existing cement concrete and, at the same time, having excellent shrinkage-reducing performance. The shrinkage-reducing ultra-high strength concrete composition is composed of: 20-30 parts by weight of silica fume; 30-40 parts by weight of crushed quartz; 100-120 parts by weight of silica sand; 0.05-0.15 part by weight of carbon nanotube (CNT); 1.5-2.5 parts by weight of nanosilica; 1-10 parts by weight of a CSA expanding agent; 0.1-3 parts by weight of a shrinkage reducing agent; 2-5 parts by weight of a fluidizing agent; 1.5-2.5 vol% of a steel fiber; and 21-24 parts by weight of water with respect to 100 parts by weight of cement.
