The present invention relates to a photoelectrode, a production method thereof, a water decomposition device including the same, and a photoelectrochemical water decomposition method. The photoelectrode comprises: an inorganic semiconductor material layer; a conductive polymer bonding layer formed on the inorganic semiconductor material layer; a melanin organic coating layer formed on the conductive polymer bonding layer; and a catalytic material layer formed on the organic coating layer and containing a water decomposition catalyst.
