The total heat exchange element partition plate according to the invention has a constitution wherein a fiber layer containing non-water-soluble fibers and hydrophilicity materials aggregated within the fiber layer are dispersed therein. In addition, the total heat exchange element comprises a first flow path allowing a first airflow to flow therethrough, a second flow path allowing a second airflow to flow therethrough, and a partition plate separating the first flow path and the second flow path from one another and enabling exchange of sensible heat and latent heat between the first airflow and the second airflow, the total heat exchange element being characterized in that, in the partition plate, the fiber layer containing the non-water-soluble fibers and the hydrophilicity materials aggregated within the fiber layer are dispersed. Adopting such a constitution allows for production involving a simple production process, and makes it possible to achieve total heat exchange efficiency associated with improved gas barrier properties as well as improved moisture permeability.
