The present invention addresses the problem of providing: a non-woven fabric for a sound-absorbing material having excellent sound absorption performance in low-frequency and high-frequency ranges, excellent productivity, and excellent quality; a sound-absorbing material; and a method for producing a non-woven fabric for a sound-absorbing material. This non-woven fabric for a sound-absorbing material contains: 30-80 mass% of short fiber A having a fineness of 0.4-0.9 dtex; and 20-70 mass% of short fiber B having a fineness of 1.1-20.0 dtex, wherein the card-passing coefficient of the short fiber A is within the range of 15-260 as represented by Equation (1) below. (1): Card-passing coefficient=(fineness×strength×√elongation×√number of crimp×√curliness)/(fiber length)
