The present invention provides a dual heat source swirl flash calcination system, comprising a drying unit, an unloading bin, a frequency-controlled rotary feeder, a Venturi feeder, a flash calcination unit, and a cyclone secondary heating material collection unit that are connected in sequence, and also comprising a material cooling unit, a first flue gas treatment unit, and a hot blast stove. One path of the hot blast stove is connected to the high temperature flue gas inlet of the flash calcination unit to complete first calcination reaction, and the other path is connected to the material outlet of the flash calcination unit to complete second calcination reaction. The Venturi feeder is connected to a pneumatic conveying unit. The material cooling unit is connected to a bottom cone. The present invention also provides a dual heat source swirl flash calcination method. The present invention features a short powder calcination time, powder calcination sufficiency and uniformity, and high activity of lime after calcination, achieves low energy consumption, solves the limitation problem of the material of the flash calcination unit, avoids the blocking problem of the flash calcination unit, and prolongs the service life of the flash calcination unit.
