Provided are a water conservation technology and circular agriculture system, and a construction method for the same. The system comprises a planting system (1), a water diversion and drainage and water and soil conservation system (7) disposed on sloping land and sloping farmland, a sump (4) connected to the water diversion and drainage and water and soil conservation system (7) and being for harvesting rainwater, and a water conservation irrigation system (6) deployed on the planting system (1), wherein the water conservation irrigation system (6) turns manure collected in the sump (4) into fertilizer and diverts the same back to the planting system (1). The construction method comprises performing calculation according to various conditions of sloping land, determining specification requirements of different systems, establishing an overall system, and increasing an overall farmland utilization rate, thereby achieving the effects of improving farmland quality and supplementing a farmland area. At the same time, the invention adopts intercropping in a field, improving field climate and ecology, and forms an ecological barrier protecting a sloping farmland.
