The present invention relates to a method for forming an eco-friendly ecological block installed in the ocean and creating a habitable environment for marine life. The method may comprise: a block manufacturing step of manufacturing a concrete block; a first layer forming step of forming a first layer on the surface of the concrete block by using a first composition containing glucose, nitric acid, and phosphorus; a second layer forming step of forming a second layer on the surface of the concrete block by using a second composition containing a fermentation material and agar; and a spore layer forming step of forming a spore layer by using seaweed spores coated on the surface of the concrete block. According to the present invention, a wide habitable space can be secured as the surface itself of the concrete block is used as a habitable environment for marine life, and a microbial film can be smoothly formed due to the sustained release, whereby the attraction, settlement, and the like of marine life can be continuously induced.
