A risk control strategy determining method and device based on a predictive model. The method comprises: obtaining first user data, and determining a target service associated with the first user data (S21); determining, according to the target service type of the target service, a target risk decision-making rule generation model associated with the target service (S22); generating target risk decision-making rules corresponding to the first user data on the basis of the target risk decision-making rule generation model (S23); and determining a target risk control strategy for risk control of the target service according to the first user data and the target risk decision-making rules (S24). The method may enhance the association between the risk control strategy determined on the basis of machine learning and user service data, and improve the reliability of the risk control strategy and widen the applicability thereof.
