A method for decoding an image by a decoding apparatus according to the present invention comprises the steps of: determining whether to use a subblock-based advanced temporal motion vector predictor (ATMVP) candidate for a current block; when the subblock-based ATMVP candidate is used, specifying a corresponding block corresponding to the current block in a reference picture on the basis of a motion vector of a spatial neighboring block of the current block; deriving a subblock-based ATMVP candidate for the current block on the basis of subblock-based motion vectors of the corresponding block; configuring a merge candidate list including the subblock-based ATMVP candidate for the current block; deriving subblock-based motion vectors of the current block on the basis of the merge candidate list so as to generate prediction samples of the current block; and reconstructing a current picture on the basis of the prediction samples of the current block.
