A preventive control optimization decision method based on online verification of an offline policy for a safety control system. The method comprises: identifying, according to a real-time status and an offline policy model parameter of a safety control system, a response policy for each fault scenario to be protected against; performing, according to a real-time status of a power grid, safety verification of the response policy for each fault scenario, and regarding a fault scenario having an insufficient transient, dynamic, or static safety stability margin as a risky fault scenario; choosing, with respect to the real-time status of the power grid, an objective function that minimizes a sum of a preventive control cost and an emergency control cost accounting for the probability of a fau calculating a preventive control optimization decision meeting safety stability requirements of the power grid under all risky fault scenarios, and performing, with regards to the preventive control optimization decision, safety verification of other fault scenarios to be protected against by the safety control system; and performing iterative computation until requirements of safe and stable operations of the power grid after a fault are met under the preventive control optimization decision for all fault scenarios to be protected against by the safety control system, thereby eliminating safety risks of the power grid caused by insufficient control variables or a mismatch of an offline policy.
