Provided are a head-up display (HUD) device and a method for designing an HUD device that make it possible to curb a feeling of discomfort for a viewer in adjustment of the position of a virtual image. This HUD device emits display light representing an image toward a translucent member provided to a vehicle, and makes a virtual image of the image visible to a viewer by display light that is reflected at the translucent member and travels toward the viewer. The HUD device is provided with a concave mirror 30 for reflecting incident display light toward the translucent member, and a support section for supporting the concave mirror 30 so as to be rotatable about a real axis Ar. The real axis Ar is orthogonal to a Z-axis going along the normal line of the concave mirror 30 at a position where a chief ray of the display light is incident. A conjugate axis Cr, which is in a relationship of being optically conjugate to the real axis Ar as seen from the viewer, is substantially parallel to an α-axis running along a reference horizontal plane that has been set for the vehicle.
