The device (1) has an electrical energy conversion unit including two rotor/stator assemblies (30, 34) that are arranged on both sides of a fly-wheel (2), where the device is symmetric with respect to a median plane (P) orthogonal to a rotational axis (A) of the fly-wheel. Stators (32, 36) in the corresponding assemblies are integrated to a casing (10) and rotors (31, 35) in the corresponding assemblies are integrated to a rotational shaft (29). A rolling unit has two rolling bearings (37, 38) that are arranged symmetrically on both sides of the median plane and maintain the shaft by its ends.
