The present invention relates to a retrofit, i.e., upgraded, low pressure portion of a steam turbine and to a method of modernizing - a retrofit - a low pressure portion of a steam turbine. The low pressure portion of the steam turbine of the present invention comprises an original outer body and an original inner turbine body and a rotor, the rotor being a new rotor that is installed in the original inner body with a first radius R1, said rotor sized for the inner body different from the original inner body. and characterized by a second radius R2, wherein the second radius R2 is greater than the first radius R1, R2 R1. The retrofitted low pressure portion of the steam turbine further comprises a connecting element for attaching an outer diffuser surface area to the inner body, wherein the connecting element is disposed between the inner body and the outer diffuser surface area so that the outer diffuser exterior portion is flat to said connecting element. the original position before the turbine retrofit radially offset from the longitudinal axis of the turbine by a distance equal to or greater than the difference between the second radius R2 of the inner body and the first radius R1 of the original inner body.
