The invention discloses a device and method for in-situ electro-kinetic remediation and consolidation of contaminated ultra-soft soil. The key to the invention is a double electrode tube which comprises an external electrode tube, an internal electrode tube which is nested in the external electrode tube in parallel and does not make contact with the external electrode tube, and a plurality of insulation supports having an end fixed in the external electrode tube and an end fixed outside the internal electrode tube, wherein small holes are formed all over tube bodies of the external electrode tube and the internal electrode tube, and the surfaces of the external electrode tube and the internal electrode tube are wrapped with filter cloth. The double electrode tube is used to realize electro-osmotic drainage and electro-kinetic remediation of contaminated ultra-soft soil, and the problem that pollutants and water around electrodes are difficult to remove is solved; and the device is simple in structure, easy and convenient to operate, high in efficiency and low in cost.
