PROBLEM TO BE SOLVED: To suppress deviation of an order for performing boiling operation in a water heater.SOLUTION: A prediction part 14 calculates a prediction value of residual power capable of being assigned to a boiling operation of a water heater in a future period in accordance with a power consumption achievement stored in a storing part 13. A required power amount calculation part 15 calculates a required power amount of the boiling operation of the water heater from water heater information. An assignment part 16 assigns power to the water heater in descending order of priority stored in the storing part 13 in the future period from later time zone among time zones capable of performing the boiling operation of the water heater by the residual power on the basis of the prediction value of residual power and the required power amount, and forms a boiling plan indicating the time zone for performing the boiling operation of the water heater in the future period and a required power of the boiling operation. A priority level updating part 17 updates the priority level stored in the storing part 13 in accordance with the boiling plan. A control information output part 18 outputs control information including the boiling plan.SELECTED DRAWING: Figure 6
