PROBLEM TO BE SOLVED: To suppress inverse direction control and deviation from allowable voltage by considering a variation range of a prediction value of demand and output before determining a situation of deviation from a predetermined range and performing voltage control in advance.SOLUTION: A preceding control determination device includes: a prediction unit 38A that predicts a variation range of power of branch office system areas 8 to 10 including users 20 to 31 in a power system; an estimation unit 38B that calculates, as estimation voltage, arrival voltage of the users 20 to 31 at the maximum value Pmax and minimum value Pmin of the variation range; an adjustment amount calculation unit 38C that calculates an adjustment amount for making the estimation voltage be within a predetermined range; a deviation determination unit 38D that determines a deviation situation showing whether or not the estimation voltage or voltage obtained by applying the adjustment amount to the estimation voltage deviates from the predetermined range; and a determination unit 38E that depending on the deviation situation, determines whether or not to perform voltage control in advance while determining whether or not to apply the adjustment amount.SELECTED DRAWING: Figure 3
