PROBLEM TO BE SOLVED: To reduce time to create an operation plan of power generators.SOLUTION: An operation planning device according to an embodiment of the present invention is a device to create an operation plan of power generators in which an operating status for a unit time is described, and comprises a time frame calculation part, an operation plan candidate calculation part, a coefficient calculation part and an operation planning part. The time frame calculation part calculates a time frame constituted of a plurality of consecutive unit times. The operation plan candidate calculation part calculates a plurality of operation plan candidates of the power generators in the time frame. The coefficient calculation part calculates coefficients corresponding to the operation plan candidates based on the initial solution of an operation plan of the power generators in the time frame. The operation planning part solves optimization problems in which the coefficients are at least applied to objective functions or constraint conditions to practice one of the plurality of operation plan candidates in the time frame as the operation plan of the power generators in the time frame.SELECTED DRAWING: Figure 1
