To provide anti-aging agents for skin that has high safety and can be used safely over a long period of time, or anti-aging related gene expression regulating agents, and cosmetics comprising the anti-aging agent or the anti-aging related gene expression regulating agent.SOLUTION: The present invention relates to a skin anti-aging agent or a skin anti-aging related gene expression regulating agent, containing special low molecular weight DNA and soy extract, preferably containing soybean bud extract as an active ingredient, and to a cosmetic comprising the anti-aging agent or the anti-aging-related gene expression regulating agent. Since such an anti-aging agent, an anti-aging related gene expression regulating agent or a cosmetic has an action of activating the functions of dermal fibroblasts, it is expected that skin aging such as skin tension and elasticity, and wrinkles and sagging is prevented or improved.SELECTED DRAWING: None
