To provide a surface coated cutting tool which exhibits excellent welding resistance, plastic deformation resistance, and abnormal damage resistance.SOLUTION: A surface coated cutting tool has a composite carbonitride layer, which contains a trace amount of chlorine and (TiZrHf)(NC)(0.10≤x≤0.90, 0y≤1.0, 0.08z0.60), on a tool base body surface. A ZrHf content ratio and a C content ratio periodically change, a cycle interval between a ZrHf maximum content point and an adjacent ZrHf minimum content point and a cycle interval between a maximum C content point and an adjacent minimum C content point are 5 to 100nm, and an average value of content ratio differences Δx(=x-x) and Δz(=z-z) is 0.02 or more. The tool has a hard coating layer in which a distance between the maximum ZrHf content point and the maximum C content point at the nearest position is 1/5 or less of an interval between the adjacent maximum content point and minimum content point of a ZrHf component, and which has a compositionally variable structure in an area ratio of 10% or more.SELECTED DRAWING: Figure 1
