To provide an insulation level monitoring device for a photovoltaic power generation facility and an insulation level monitoring method for a photovoltaic power generation facility that can perform measurement of insulation resistance before and behind a power conditioner by measuring a voltage between resistances.SOLUTION: In an interactive operation via a power conditioner 7, when a voltage seeing a P-phase terminal 4p from the ground is Vrp, if the sign of a voltage value Vrp is minus, an insulation level monitoring device for a photovoltaic power generation facility determines that the insulation resistance on an AC side of the power conditioner 7 is reduced, and if the sign of the voltage value Vrp is plus, determines that the insulation resistance on a DC side of the power conditioner 7 is reduced.SELECTED DRAWING: Figure 2
