At least one of the mobile terminal and the server comprises a position grasping unit that grasps a position of the mobile terminal; and the server is comprised of: an input unit for inputting information of an abnormal case occurrence position; a storage unit for storing information on the position of each mobile terminal, map information of a security area, and the information of the abnormal case occurrence position; a display unit for displaying the position information of each mobile terminal and the information of the abnormal case occurrence position on a map based on the map information; a determining unit that determines a mobile terminal that is located at a position where the abnormal case occurrence position can be reached in the shortest time; and an instruction notifying unit that instructs the mobile terminal selected by the determining unit.SELECTED DRAWING: Figure 1
