To provide a question tendency prediction system and a question tendency prediction method having a technology that favorably supports examination question prediction.SOLUTION: A question tendency prediction system includes steps of: holding question setting data related to a plurality of questions from a plurality of past tests, and data in a plurality of predetermined candidate prediction model formats; predicting, with at least one test as a model selection prediction target, with test question data before a test for the model selection prediction target as a model selection prediction input, for a plurality of candidate prediction model formats, a question tendency of the model selection prediction target from the model selection prediction input using the candidate prediction model constructed by learning the question setting data; calculating an index of similarity between the predicted question tendency and the actual question tendency of the model selection prediction target; selecting, based on an index for each candidate prediction model format, an application prediction model format to use in predicting a question tendency of a future test; and predicting, using the application prediction model in the application prediction model format, the future question tendency with the past question setting data as input data.SELECTED DRAWING: Figure 1
